“Will they make a move?” is often a question about waiting: how long to hold back, whether interest is mutual, and whether taking a small risk would bring relief.
The question behind the question
Waiting can feel safer than asking. It lets you preserve the possibility that the connection is real while avoiding an answer that could disappoint you. Over time, though, waiting may turn a few signals into an entire imagined relationship.
Tarot can help you look at the emotional weather around the situation: hesitation, desire, fear of rejection, a mismatch in pace. It cannot authorize pursuit after someone has shown disinterest or set a boundary.
Check the invitation, not just the chemistry
If the evidence is thin, do not make the cards carry the weight of proof. A small invitation can be clearer and kinder than weeks of decoding.

- Have they been given an easy, respectful opening to respond?

If you decide to move first
